And our seas, we have no sustained program to protect our marine resources. Foreign poachers enter our territorial waters to catch our most rare pricey fishes and the corals where fishes breed. Yet we have, for the most part, let them go unpunished.

Our vulnerabilities to climate change scare. If a storm as violent hit us, will have a capability to save lives. Will we have water to drink and food to eat? We cannot afford to wait for a calamity of that magnitude to happen to find the answer to these questions.

What we need now is an integrated and holistic program, not compartmentalized and disjointed efforts, to address climate change and its consequences.
